Globally, tuberculosis stands as a critical medical and social concern, among the most perilous epidemiological threats. Mortality and disability statistics show tuberculosis in ninth place overall; it is, nonetheless, the most common cause of death attributable to a single infectious agent. The core trends in the evolution of the health-boosting segment are defined, including the rise of the spa and wellness industry, the development of medical tourism options, and the enhanced return on investment in health tourism. This research project sought to understand the expectations held by those accessing paid medical care from state healthcare providers, as well as gauge their satisfaction with the received care.
In the mortality structure, diseases related to the circulatory system are the most frequent. Scientifically-grounded and contemporary models of medical care support should be crafted with reference to data derived from monitoring the progression, patterns, and scale of the associated medical condition. Regional attributes play a substantial role in dictating the availability and expediency of superior medical care, including high-tech interventions. Data from reporting forms 12 and 14, sourced from the Astrakhan Oblast between 2010 and 2019, were used in a research study employing a continuous methodology. Applying the absolute and average values, which are extensive indicators, allowed for the modeling of structure and methods of dynamic number derivation. Alongside other methods, the mathematical methods that rely on the specialized statistical software from STATISTICA 10 were also applied. This approach resulted in a reduction of up to 85% in the circulatory system's overall morbidity indicator from 2010 to 2019. Cerebrovascular diseases, ischemic heart diseases, and hypertension-related conditions hold the top positions, with percentages of 292%, 238%, and 178%, respectively. Among the strategies employed are orphan drugs, which stand out due to their unique properties, complex development pathways, and the need for specialized legislative regulations. The article elucidates the corresponding legislative terminology for rare diseases and orphan drugs within the current framework of Russian healthcare. The proposed changes to the legal norms and related terminology are intended to enhance current practices.

The report by the United Nations General Assembly in 2019 indicated that basic health services were inaccessible to a significant portion of the global population, specifically at least half of them. A methodology was developed in the study to allow a thorough comparative analysis of individual public health indicators' values and the amount of population payments for medications, aiming to confirm the feasibility of using these indicators to monitor public health, including the possibility of cross-national comparisons.
